I mean updates, moderation, advertisement, or anything of the sort. What's in the works, if anything? In particular, are there plans to do something about the rampant spam and to encourage users to become more active?

I’m still here.
The spam issue I must let be for now. Deleting posts as an admin os not something I want to set precedent for.
/u/Neolib, I don’t trust that sub. It’s what brought in all the fake Nazis and scat porn here. There’s plans for the site when Reddit has some kind of exodus.
There’s also a crazy plan to make all comments voice messages by default to differentiate it from other sites.
In summary, your plan is to do nothing
It's impossible to have a "free speech" (quoting from "about" page) reddit alternative without some presence of nazis and trolls, that's a given. But also it's a fact that /r/redditalternatives stickied list is a main tool for discovery of reddit alternatives, I don't know any others (maybe also https://alternativeto.net/software/reddit/).
For the record, I'm against that idea :)
Good question, this website is not even in /r/redditalternatives list. And /u/advokat/ last posted "5 months ago": https://upvo.to/u/advokat/posts
It would be a pity to see this website go to waste
